Integrity survey & programme

Te Korowai has three strategic stages to support your journey of continuous improvement.

For the best results, we suggest completing a full cycle every three years, covering performance evaluations and action planning. This cycle typically takes four to six months.

While we encourage councils to go for the full programme — we know that flexibility is key. If you’d like to start small, the Integrity Survey is a great first step. It’s a tool for early assessment, helping councils identify their strengths and areas for improvement to build organisational integrity. The survey is the first level of involvement and is recommended each year. It can also be done on its own, outside the full programme.

STAGE ONE/DISCOVER (8-12 WEEKS):

This stage includes an Integrity Survey to give a real-time check of how your council is tracking. Following the Integrity Survey, you'll move on to the Performance Assessment Framework where we'll look at governance, leadership, and strategy; financial decision-making and transparency; service delivery and asset management; communicating and engaging with the public and business and two new modules: Te Tiriti o Waitangi and climate change.

Stage one includes:

  • Onboarding and briefing
  • Integrity Survey for all staff and elected members
  • Discovery and evidence gathering for the Performance Assessment Framework

STAGE TWO/DEEP DIVE (4-6 WEEKS):

Stage two involves a detailed onsite assessment with one of our consultants. Here we'll dig deeper into your council performance by talking with key staff and stakeholders to support the evidence gained in the Performance Assessment Framework.

Stage two includes:

  • Onsite visit and evaluation
  • Scheduled interviews with elected members, council staff, external stakeholders and community representatives
  • Independent Evaluation Panel Assessment of council's performance
  • Draft evaluation report preparation
  • Council feedback on the draft report
  • Evaluation panel submission
  • Awarding of development benchmarks

STAGE THREE/DELIVER (4-6 WEEKS):

Stage three follows the onsite visit. Our consultant will provide a report to unpack the independent assessment and self-assessment findings.

Stage three includes:

  • Final outcome reports for the Integrity Survey and priority assessments
  • Debrief with council and onsite development workshop
