Our development benchmarks incorporate a Te Ao Māori perspective, evaluating council performance through the phases of Mauri Moe, Mauri Oho, Mauri Tū, and Mauri Ora.

- Mauri moe: Inactive
At this stage, councils may not yet recognise the opportunities for improvement, reflecting an initial level of performance where growth and development have yet to begin. - Mauri oho: Aware
At this stage, the council has recognised the necessity and potential benefits of change. Performance indicates a shift from inactivity or low performance to active engagement, showing a readiness to explore new possibilities and drive advancement. This represents a moderate level of performance. - Mauri tū: Active
In this state, the council has committed to change and formulated a plan to achieve it. They are actively implementing the necessary work and actions to fulfil their aspirations. This places them at the upper end of performance. - Mauri Ora: Thriving
The final phase reflects a high level of awareness, active engagement, and ongoing evolution, where the council is adaptive and thriving in its operations and relationships. This epitomises the highest level of performance and indicates a state of vitality within the organisation.
