About Te Korowai

Councils are the backbone of communities — tirelessly striving to stretch limited resources to deliver value.
That's why it's essential for councils to receive the support they need to succeed. Te Korowai has been created to do just that. As a trusted partner, Te Korowai helps councils understand their performance by identifying their most pressing challenges and opportunities, guiding them toward growth and continuous improvement. It goes beyond assessments and benchmarking to provide insights and analysis that can be turned into real action and meaningful change.
Through three strategic stages, you’ll be supported by independent experts who ensure a tailored approach that aligns with your unique challenges and aspirations. You can learn more about the priorities that form the foundation for the assessment here.
From CouncilMARK to Te Korowai
The decision to rename CouncilMARK to Te Korowai was driven by the need to better align the programme with its updated focus and values. Traditionally, CouncilMARK emphasised the final grade following an evaluation, which often led to the perception that the process was an endpoint. The new direction sought to shift from evaluation to relationship-building, from judgment to collaboration, and from static assessments to ongoing development.
About Te Korowai
The meaning of the programme is best captured in the following whakataukī:
Whiria te korowai, kia taurikura te tāngata – "Weave the cloak, and people will thrive."
A korowai, a traditional Māori cloak, is made from many strands, symbolising leadership, protection, and unity. The programme, Te Korowai, embodies protection and strength by providing councils with the support and resources they need to face challenges and achieve excellence. It reflects unity and collaboration by emphasising the importance of partnerships between councils, communities, and Māori. Te Korowai also supports growth and transformation by fostering continuous improvement and adaptability. Furthermore, it honours Māori culture, reinforcing the programme’s commitment to inclusivity and respect for indigenous knowledge and values.
Te Korowai represents a shift toward a continuous journey of growth, collaboration, and excellence, with a focus on supporting councils in their ongoing development.
